Local Governments are a tessellated and sometimes overlapping collection of local public institutions that govern local Land Use and Infrastructure. These jurisdictions are delegated powers by the Province (in Canada) or State (in the USA). Some jurisdictions are "general purpose governments" such as Counties or Regional Districts or Municipalities which manage the unique needs of Urban populations. These share space with a variety of "special purpose governments" or Special Districts provide for narrower purposes, such as facilitation of trade (ports), management of natural resources (conservation districts), or management of infrastructure (utility districts or flood and drainage districts).
Local Governments are broadly responsible for governing Land Use, Transportation infrastructure, and their Regulation and thus have tremendous effects on the health and evolution of the bioregion. Local government Categories can be used to describe how workgroups, products or efforts are focused on the domain of a local government. This means the platform has two overlaping and complementary ways to describe a geography. Municipalities
Municipalities are incorporated within a County or Region to meet the needs of urbanized communities.

Special districts are established both in states and provinces to complement general purpose local governments.
