Not all private workgroups are institutions. Non-institutional workgroups are groups of people that work together without any formal institutional structure. This includes place-based groups that organize around a particular Landform or Site. They may be involved in tracking the activities of specific Governments, or they may be organized around a Topic. Because they are not tied by an institution, non-institutional groups may be shorter lived, or more fluid in composition.
