The only Canadian province in the Salish Sea is British Columbia, roughly the equivalent of States in the USA. However in the USA, States are sovereign with their own constitutions, only ceding specific authorities to their Federal government. The provinces by contrast only have those powers specifically developed by the Canadian Federal Government, which is sovereign. (This is one American's interpretation, but some Canadian guidance would be welcome.
