FLARE was a regularly scheduled informal staff brainstorming session involving NOAA, PSP, and UW, facilitated by TNC to explore issues related to ongoing overlapping efforts in floodplain management, including:
- Floodplains by Design
- Coordinated Investment
- Climate change research
- Skagit Climate Science Consortium
- Puget Sound Action Agenda
- Floodplains Implementation Strategies supported by NEP
It was disbanded in 2023. Many functions are continued under the stewardship of Floodplains by Design (FbD) and its NGO facilitator Bonnevillle Environmental Foundation
