The Federal Government passed ARRA in 2009 in response to the financial crisis caused by the financial industry. The act included extensive funding for "shovel ready" efforts to stimulate economic activity. This resulted in a series of significant investments in Puget Sound Recovery including Nisqually Refuge Restoration and Elwha dam removal, as well as surges in federal program spending.
