LOTT provides wastewater management services for the urban area of north Thurston County, Washington. This includes wastewater treatment and production of Class A Reclaimed Water. LOTT is a non-profit corporation, formed by four government partners – Lacey, Olympia, Tumwater, and Thurston County.(from LOTT Web Site)

- LOTT is governed by a board with one representative each from City of Olympia, City of Lacey, City of Tumwater and Thurston County.
- LOTT has a NPDES permit
- LOTT does not remove nitrogen from its discharge contributing to Low-Oxygen Events in South Puget Sound due to algae growth and decomposition in an already compromised environment.
