Climate Commitment Act

The Climate Commitment Act was passed in the Washington State Legislature in 2022. It implemented a "Cap and Invest" system which aims to reduce greenhouse gas emissions by 95% by 2050, by capping and taxing emissions over time, and investing revenue in a variety of state programs designed to accelerate transition from fossil fuels an increase climate resilience. It is a response to Climate Change and creates significant authorities at the Washington State Department of Ecology.

  • 2021 - Washington State Legislature Passes CCA
  • 2022 - Ecology completes initial rule-making
  • 2030 - Emission allowances reduced to 45% of 1990 levels (90,500,000 metric tons/year)
  • 2040 - Emission allowances reduced to 70% of 1990 levels
  • 2050 - Emission allowances reduced to 95% of 1990 levels
