Chronic Environmental Deficiences (CED) Program
The intent the program is to implement projects that reduce the impacts on fish and fish habitat from frequent maintenance and emergency actions, and to protect highway infrastructure. Historically, highway placement and design neglected river processes, resulting in maintenance activities that are often reactive and cumulatively contribute to long term habitat degradation. The CED program addresses these chronic problems by taking a proactive approach to prevent the need for future repairs.
