Who are these people?! They sure have a lot of useful resources. But how may people and what is their resource base? Their website says: "Originally established in 1934 as the University of Washington Bureau of Governmental Research, MRSC has operated as a private nonprofit since 1969." Their board of directors is composed of city and county officials, as well as a couple state representatives.
