HB 1181 was passed with the Climate Commitment Act in 2023. It changes how Local Governments, Washington State Department of Ecology and Washington State Department of Commerce implement the Growth Management Act and the Shoreline Management Act. Those changes are summarized in two guidance documents.

  • Requires a good faith effort to complete an inventory of Green Infrastructure defined as: "a wide array of natural assets and built structures within an urban growth area boundary, including parks and other areas with protected tree canopy, and management practices at multiple scales that manage wet weather and that maintain and restore natural hydrology by storing, infiltrating, evapotranspiring, and harvesting and using stormwater."
