Water rights are the mechanism by which the State of Washington grants public and private entities the right to take water from the water cycle for beneficial use. (How does this work in Canada?) The Hirst Decision and Streamflow Restoration has been an important recent exploration of water rights. The Nooksack River Watershed is undergoing a water rights adjudication. Water rights are managed by a division of the Washington State Department of Ecology. The dependance of Salmon on Stream Temperature strongly affect regulation of minimum flows that are entangled in the intersection of water rights and Tribal Treaty Rights. Washington Water Trust is among a handful of NGOs that aim to work on water issues.
