A general purpose local government describes entities such as counties and cities that are delegated authority by the State of Washington to generally govern local affairs, such as health, safety and welfare of the state's citizens. These are distinct from Special Purpose Districts, such as ports, diking districts, and conservation districts, which are created for specific purposes.
