Need something here indicating the list of places and the correspondence between WRIAs and watersheds, but with the overlay of political necessity, and the salmon recovery use of WRIAs, and the weakness of that when it comes to the nearshore and real salmonid population dynamics (when it comes to chum, coho, and steelhead that are more common outside the large rivers), and a resolution of that through the ecosystem site system.
