Water is a public trust resource, however how we change the landscape can change the total water available, and that available water is apportioned through a system of water rights, by which different entities have preferential and regulated access to the waters of the United States.
Notes
- Water rights are administered through state law
- Clean Water Act can affect water rights where exertion of a right changes water quality (??).
