• In general fishery harvest is a more rigorous area of ecosystem management, in that goals are quantitative and there are accountability systems in place, and authority sufficient to sanction abuse.
• Harvest is largely governed through a process of co-management between WDFW representing Washington State and NWIFC representing Tribal Governmentscalled "North of Falcon"
