Strong on criteria 1-4.

One element important to the design but not clearly described is where the perforation vs removal treatments come from. Do they presently exist, planned by others, or will they be part of this project?

Looks like there could be very good opportunities to combine with similar work in other systems that may provide efficiencies. This is very briefly suggested in the text but would be good to expand on.

The salmon habitat rationale in the Nisqually really needs to be qualified by recognizing that it's a hatchery dominated system. The significance is not so much for wild Chinook but for other fish and wildlife and other values, including transferability to other systems.

The nature of the matching is unclear in the budget.
