Notes

  • p15-17 Includes 10 "Goals" that repeat general statutory objectives but sets not measurable or spatially explicit objectives.
  • Table 3 offers potential metrics.
  • On page 18 the plan mentions developing zoning to protect, but not to support restoration.
  • It establishes a goal to "encourage shoreline restoration and enhancement" but provides only abstract targets and no mechanisms.
  • It mentions a shoreline salmonid analysis by Pentac Environmental (2001) that used a Tidal Habitat Model to score shorelines for juvenile habitat. This analysis identified:
    • Lagoon connectivity, debris removal and revegetation.
    • Creek mouth reconstruction and restoration.
  • p21 indicates that the City Stormwater Management Plan includes GIS data. There is currently a stormwater pollution prevention mapper which presents stormwater network data
  • A substantial portion of the potential projects are derived from other reports, particularly the Port Angeles Shoreline Inventory, Characterization, and Analysis Report. The following notes were derived from the project list:
    • WDNR has completed debris removal in the past.
    • Creek mouth restoration at Tumwater Creek has been given a high ranking. There are greater opportunities for daylighting.
  • The only quantification proposed is to evaluate projects that come in, rather than evaluating progress towards a desired future condition.
