The pattern of landscape degradation is directly related to the pattern of human settlement. The heart of that settlement is a continuous urban zone that contains most of the people in the Southern Salish Sea, from the City of Everett in the north to the City of Tacoma in the south, and from the shore of the Central Puget Sound Basin, pressing against the cascade foothills in the east. While there are many, many jurisdictions, it is easier to reference 'The Megapolis'.
