The National Coastal Wetlands Conservation (NCWC) Grant Program is a nationally competitive matching grant program administered by the U.S. Fish and Wildlife Service (USFWS) to acquire, restore, and enhance wetlands of coastal States and the Trust Territories. The grants are funded through the Sport Fish Restoration and Boating Trust Fund, which is supported by excise taxes on fishing equipment and motorboat fuel. The grant is only available to state agencies. However, the Washington Department of Ecology is encouraged by USFWS to partner with tribes, cities, counties, land trusts, and other state and federal agencies. Washington Department of Ecology has successfully sponsored many non-state entities in past grant rounds. Partner organizations are considered subgrantees for any successfully awarded projects. The National Coastal Wetlands Conservation Grant Program annually provides grants of up to $1 Million. Applications are due in June each year. Funded projects are announced by the USFWS Director in January or February.

Project sponsors in Washington are encouraged to contact Rich Carlson (rich_carlson@fws.gov, 360-753-5829) for assistance in determining project eligibility and assistance in developing a grant proposal prior to contacting the Regional Coordinator. Applicants not from a state agency are also encouraged to contact Heather Kapust (heather.kapust@ecy.wa.gov, 360-407-0239) at Washington Department of Ecology to determine if Ecology is able to sponsor their proposal. Regional Coordinator for National Coastal Wetland Grant Program is Chris Swenson (Chris_Swenson@fws.gov,(503) 231-6758). USFWS Region 1 covers Washington, Oregon and the Pacific Islands.
