Local Governments are a nested collection of what the The State of Washington calls "general purpose governments". These include cities and counties, as well as other designations by counties for urbanized areas that are not incorporated. They are different than "special purpose districts" or Districts in that they act under a wide variety of authorities delegated by the state, and not a more narrow "special purpose" like facilitation of trade (ports), management of natural resources (conservation districts), or management of infrastructure (utility districts or flood and drainage districts).

While local governments are importantly workgroups, in that they are institutions with employees that do work, they are also places or more precisely jurisdictions where the local workgroup has authority to create and enforce codes and regulations.
