In November 2018 the Ecosystem Coordination Board agreed that developing Kaizen mechanisms in Puget Sound recovery would be useful. To evaluate the potential for developing an inter-agency Kaizen system in Puget Sound, using existing resources, that 1) the Coordination Community would be the appropriate workforce for staffing this kind of effort, and that 2) this community would be in the best position to design a feasible approach.

A temporary volunteer workgroup was established based on a solicitation within the Coordination Community, and staffed by NOAA Restoration Center. This workgroup established a workplan, and agreed to design and test a Kaizen system using an Agile Development Philosophy.
