Placeholder A comprehensive plan is a document produced by a Jurisdiction that includes lots of words, incuding goals and policies. The enforceable part of a comprehensive plan however is entered into the Municipal Code, which a jurisdiction enforces through its policing authority. This code includes zoning and a variety of development regulation. The creation of a comprehensive plan is a substantive decision of local government, and follows specific procedures.
