The Clean Water Act is a big piece of legislation that creates a large range of authorities for a large number of agencies. This page needs to dissect those various authorities.

- Section 303(d) is the part of the Clean Water Act that authorizes the identification of water bodies in violation of the act, which can prompt development of a TMDL. Both listing and TMDL development is limited by staff labor, and the mechanism by which a violation becomes a listing, and a listing becomes a TMDL may have some discretion.
